COVID-19 Transmission Index
The COVID-19 Transmission Index represents the collaborative work of state and local public health, the Governor’s Office, the hospital industry, business leaders, and important guidance from legislative leadership on the elements of the approach to protect communities.
The transmission index clarifies the public health metrics used to determine which counties are placed in which transmission level. Counties will be placed in one of three transmission levels: High, Moderate, or Low. These levels correspond directly to case rates, positivity rates, and ICU utilization.
Data will be analyzed weekly, and counties will be placed into a transmission level depending solely on what their data show. Changes from a lower level to a higher level may occur weekly. Changes from a higher level to a lower level may occur every 14 days at minimum, when thresholds are met.
The data helps us understand the real risk of transmission in our communities. Important health behaviors, based on epidemiology and medical science, are outlined at each level to protect yourself, your family, and your community from COVID-19.

Organized Events
Any in-person event coordinated by an event host of 50 or more people who are closer than 6 feet in proximity to individuals from another party (does not apply to an individual attending or participating in a religious service)

Require each attendee to confirm they are not subject to isolation or quarantine and are not experiencing symptoms
6’ physical distancing between parties is required at all time (egress/ingress included); performers and athletes are exempt during the event, hosts can request waivers through county executives in consultation with the local health officer
Event hosts must notify close contacts of attendees who test positive for COVID-19 within 24 hours of being notified of the exposure

K-12

- Public Health Order: Club sports require symptom and exposure checking of each coach, official, and player/participant before each in person engagement. Individuals experiencing symptoms or currently quarantined due to exposure shall not be permitted to participate until completing quarantine or isolation requirements
- State law requires: If a school hits the outbreak threshold (2% of students and staff for a school of more than 1,500, or 30 students and staff for a school of 1,500 or less) the school shall conduct a testing event. If schools conduct a testing event they should follow the Test to Stay protocol established in the school manual. Students and staff who are fully vaccinated are not subject to Test to Stay testing.
High School only
- Public Health Order: Participants of extracurricular activities must be tested for COVID-19 every 14 days and must follow the quarantine and isolation guidelines outlined in the COVID-19 school manual. Participants who are fully vaccinated are not subject to Test to Play testing.
- Public Health Order: Each participant in a single occurrence extracurricular activity held indoors, such as school dances, must be tested for COVID-19 within 48 hours prior to the activity and must follow the quarantine and isolation guidelines outlined in the COVID-19 school manual. Participants must also wear masks. Participants who are fully vaccinated are not subject to Test to Play testing.
- Adherence to new guidelines established by UHSAA shall be followed
Higher Education
- Refer to USHE/individual university/college reopening plans
- Public Health Order: Testing strategy employed for all students for public degree granting institutions and technical colleges, and private institutions of higher education with a student body greater than 10,000 students. Students who are fully vaccinated are not subject to testing.
- Public Health Order: Participants of college or university intramural activities must confirm they have completed any quarantine or isolation requirements and are not experiencing any symptom of COVID-19
