Color-coded restriction levels

Each color in the color-coded system represents the overall restriction level based on the effect COVID-19 is having on communities throughout our state.

Utah’s leadership, state agencies, and our public and private partners look at the data every day and work together to make sure Utahns have the best recommendations as we try to navigate through the unknown.

When you are looking at these recommendations, please remember the colors do not represent your risk of being exposed to the COVID-19 virus. The colors are based on how many restrictions are in place during each color phase.

All of the different aspects of our lives are dependent on each other: our health, our jobs, the safety and economic futures of our children.

Utah Leads Together

Utah Leads Together is Governor Herbert’s comprehensive task force plan to mitigate the economic consequences of COVID-19. Utah leaders remain confident that as the COVID-19 pandemic ends, Utah will emerge even stronger. This plan provides clarity, confidence, and context for that recovery.

The plan has been introduced in volumes (referred to as versions) that are all meant to build on one another.

Volumes I, II and III of the Utah Leads Together plan presented economic phases, color-coded health guidance, instructions for higher-risk individuals, recommendations from Utah’s multi-cultural communities, and initial plans for Utah’s next economy.

Volume IV of the Utah Leads Together plan, presents Utah’s economic recovery and revitalization plan.
